Bio

Sophie Lefebvre was appointed Senior Director, Calgary Operational Site (COS) and Fiscal Agent Policy in the Financial Markets Departments in July 2024. Sophie is responsible for FMD’s fiscal agent responsibilities and its market operational conducted from COS and for the general oversight and management of the office.

Sophie first joined the Bank in 1999 as a co-op student. She returned in 2000 as a Research Assistant in the former Monetary and Financial Analysis Department, and subsequently pursued graduate studies while working at the Bank. She has since held increasingly senior analytical and leadership positions in several departments, including the former Funds Management and Banking, Financial Stability, and Financial Markets. Sophie was previously Director, Markets Operational Risk and Compliance where she had a leadership role in initiatives for operational readiness, risk resilience and monitoring.  She has significant experience in risk management, financial market operations, payment system oversight, and fiscal agent policies and operations. Sophie holds a Master of Arts in Economics from Carleton University.

Alternative Futures for Government of Canada Debt Management

This paper presents four blue-sky ideas for lowering the cost of the Government of Canada’s debt without increasing the debt’s risk profile. We argue that each idea would improve the secondary-market liquidity of government debt, thereby increasing the demand for government bonds and thus lowering their cost at issuance.
